This means when customer tried to place an order but the payment got decline. There are multiple reasons of transaction decline.
For example:
1.) AVS mismatch (Address Verification Mismatch).
2.) Transaction declined:-
a.) The credit card number is invalid.
b.) This transaction has been declined.
c.) A duplicate transaction has been submitted.
Step1: We need to check if we have any other ticket by customer email address in Zendesk.
Step2. If we found multiple tickets by customer email, we need to merge them.
Step3. We need to check whether customer placed an order or not, we can check the same either by Email address or Customer name or Company name etc.
Step4. If we found any recent order with same item, quantity, order value.
Step5. Need to mention Order number with your name in Internal notes.
Step6. Solve the ticket.
Else
If we didn't find any order number by customer details, follow the below steps after Step3
Step4. If no order is found in Magento, we need to send an email to customer.
Step5. Send the below email to customer in case of AVS mismatch:- (modification can be done as per requirement)

We noticed that you were not able to complete your online order. We do apologize for the technical difficulties you experienced. Please uncheck the box which says "My billing and shipping address are the same".
Then enter the billing address which should be the same as mentioned on your card. Please note that name and address on card should match the name and address on billing address in your order.
Then you can now try to place your order online or if you would like to place your order over the phone, please reach us at number below. Thank you for shopping with us. Take care.
